Remote host is offline

Hallo,

Is the SIP service at ekiga.net down?

I am registered and Available (Green) but.
Echo Test or Call Back Test gets only that 'Remote host is offline' 

It is curious that if I go to the ekiga.net website (https://ekiga.im/index.php?page=services)  and 
click on the echo test link , this takes me to a 
Launch Application window and with Send to: C:\Program 
Files\Linphone\bin\linphone.exe--workdir C:\Program Files\Linphone\Linphone--call %1

Please, I need some help with fixing this.
