I've already done pretty much that, and posted the result:

I think that it's hard to get a simpler test.

I don't have multiple Perl instances, or have $PERL5LIB set. I do have 
$PERLLIB set (to point to some unrelated modules that I wrote), but the 
run above was done with $PERLLIB unset.

I'll try updating bits of the Perl SSL libraries as suggested by you and 
John Ralls. That's where I agree the underlying problem most likely is.
