Start with a current source package of GQview:
(currently 2.0.2 for stable, or 2.1.2 for devel)

1) in the po directory copy gqview.pot to eo.po

2) add eo to the ALL_LINGUAS= variable in configure
(this is so you can 'make install' your translation for testing, I will add 
it to configure.in on my end)

3) translate the .po file
(character set should be UTF-8 )

4) re-run make install and test that your translations show up as expected

5) submit the new .po file to me at the address below.

...Preferably gzipped to avoid corruption in the mail process.

If you want me to use a special email, or even no email in the credits for 
your translation say so in the mail - otherwise it will be listed as the 
one in the .po file as "last-translator".

Beyond this, I have no experience in actually translating the text within 
the .po files - the translation utility you use is up to you - if you are 
not familiar with any or do not know where to start: gtranslator, kbabel, 
emacs.
