Gimp, "Scale Image" should be fine (menu Image, item "Scale Image").
You can choose the interpolation method (None, Linear, Cubic).

Yes, through Preferences, Image tab, "Zoom quality".
Choose for instance "nearest" if you want to spped up image resizing,
but you'll get a lower quality.
