Two possibilities to what you are seeing: 1) If GQview is busy doing work then it may also be sluggish, if you wait long enough (and do not release the drag) does the folder you are attempting to drop files into eventually highlight? (only solution in this case is that you make sure to wait for the drop folder to become highlighted before releasing the drag) 2) Or is the folder highlighting and then no menu appears? (this would be a bug) To be clear: highlighting in this case is the slight change of color as you move a drag and drop object over each line in the folder pane.
