Trac -> Register -> Oops... - Trac detected an internal error

Hello

I'm trying to register at https://midnight-commander.org/register. I'm
getting following error:

> IOError: [Errno socket error] [Errno 1] _ssl.c:492: error:14077438:SSL routines:SSL23_GET_SERVER_HELLO:tlsv1 alert internal error

However, suggested step to create a ticket results in

> You are currently not logged in. You may want to do so now.
> Error: Forbidden
> TICKET_CREATE privileges are required to perform this operation

May I ask someone already registered to file an issue to make
registration operational, please?
