In /etc/mc/mc.keymap, in [panel] section I've commented out 

#EditNew = f14

and added to the [filemanager] section

EditForceInternal = f14

But this did not changed existing behaviour. I still get vim with new empty 
file when I press Shift+F4.

I also tried other key combinations with same result.

What I am doing wrong, and how to troubleshoot it?

P.S. I am using mc 4.8.26 from Debian Stable.
