Find file (M-?) panelize not working?

When I execute find file (M-?) and choose Panelize the result is an empty panel.  I have tried similar with external command panelize which works correctly although I prefer the former for simplicty and quick use.  I've been through the ini file but I'm not seeing a specific setting I should have enabled.  Suggestions appreciated.
