This is the planned behaviour for work-dependant tasks. We want to
support that a task takes the same amount of time no matter how many
resorces you assign to it (for example a meeting) and tasks that takes
shorter time the more resources you assign.

The only reason that it's not there yet is that we haven't had time to
implement it. It's part of the resource calendar work that we working
on.

There are a few pieces of code that needs to go into various places
before this specific task can be implemented. You might want to start
out with something easier.
