I don't think automatic assignment will ever work close to good enough
so it's probably a better idea to use groups/skills as a tool to help
organize and search through resources to find the one that fits a
certain task best.

Groups, as implemented now, are mostly used as a visual thing, they
don't serve a special purpose really. If we don't come up with a use
other than visual, then the multiple skills per resource idea sounds
pretty interesting (or use the term "attribute" instead to make it a bit
more general).
