It's not a mistake 
I have apt-get source multisync and view that debian package contains
evolution2 plugin.

        dh_testdir
        cd plugins/evolution2_sync && \
                chmod +x configure && \
                ./configure --prefix=/usr
                $(MAKE)
        touch build-plugin-evolution
----------------------------------------------

So it seems buggy !:-|
