Timezones Convention for Multisync?

Hello,

when I sync with the IRMC plugin, the plugin returns UTC times, but it 
acceps times in the local time zone (given by the Sunbird plugin). That 
means, when I create an appointment in Sunbird, it is properly shown on 
the device. But when I create an appointment in the device, Sunbird will 
show it a hour later.

Is there a convention which timezones the interface should use? Should 
times already be converted to UTC or to local time? Shouldn't it be a 
requirement that plugins behave at least symmetric (that is the time 
zone for import should be the same as for export)? Or is this really a 
problem with the phone?
