It's been reported and is kicking around bugzilla at
http://bugzilla.gnome.org/show_bug.cgi?id=426609 .  The reason
it's not fixed is that I don't think it's a Pan bug but rather
something in intltool or gnome-common.  I had bumped the
ticket upstream to intltool, but since nobody seems to be
triaging bugs there, I've now moved it to gnome-common.
