Problem with gmime in Windows again

I'm trying to build gmime in order to be able to compile Pan in Windows. I did everything as usual, following Charles's README.mingw, but when I run configure, it gives me the following: checking for pkg-config... no checking for GLIB - version >= 2.12.0... no *** A new enough version of pkg-config was not found. *** See http://www.freedesktop.org/software/pkgconfig/ configure: error: Cannot find GLIB: Is pkg-config in your path? I don't think this has happened ever before. How can I fix this?
