defgroup.h isn't used

I've noticed that there is a header file included in the repository, 
pan/general/defgroup.h, which is empty and isn't included by any other 
source file.  A git diff on that file shows a single entry, the initial 
inclusing in the repo way back in 2006.

Why not get rid of it?
