There is no SSL support in Pan, however you can use STunnel to
accomplish the same thing.  If you need more info on how to do that I
can post a quick howto on the Users list.

Here is a bug report on adding NNTPS support that includes a patch for a
much older version of PAN.  http://bugzilla.gnome.org/show_bug.cgi?id=76476
