Contributing French & Turkish translations to Pan

Hi again,

I took a look at the source tarball of Pan, more specifically to the po 
directory: the French gettext file is at 100% with 760 strings, and the 
Turkish one is also at 100% but with 820 strings. So it looks like at 
least the French translation could use an update, but I couldn't find a 
POT translation template with which I could update the translation file 
in poedit.

I'd be more than happy to contribute translations in these two languages 
but how should I proceed? (I'd like to avoid GNOME's infrastructure as 
I'm using another desktop environment anyway).
