PERT CPM algorithms and utilities

Hello developers,

I saw your thread from 2014 about PERT/CPM algorithms and thought you 
might be interested in this.

I've developed XDCPM - extra dynamic CPM as a algorithm and gpl'd 
software (using tcl).

It's PERT for open source and crowd-based projects, where there may be a 
floating CPM ie one CPM but many tracks near CPM or a need to quickly 
share CPM related data to help keep project on-time and floating 
schedules well prioritized.

You're welcome to incorporate into Planner.
