It's okay (and I'd even say it's appreciated) to discuss possible
improvements on the lists before filing a bug request.

You can already do this.

Create a task and a milestone. Set date for milestone. Drag an arrow
from milestone to task. Edit task and go to Predecessors tab, set type
as SF (Start to Finish) which means that task must be finished when
milestone starts.
