compile problems

I am trying to get pybliographer compiled.  I have downloaded GNU Recode
3.6 and applied the record patch.  It is installed.  Python-bibtex is
compiled and installed.

I get the error

configure: error: error in python modules dependencies: No module named
_recode

while running configure for pybliographer.  What does it "really" mean and
what do I need to do to fix it?
