Are you using pybliographer form the official fedora extras repository 
(1.2.10-1.fc5 I think) ?

Is allrefs a bibtex file? Then you should choose 'Bibtex' as the 
'Bibliography type' in the open dialog. Or save the file as allrefs.bib 
and then it should be recognized as bibtex automatically when you open the 
file. Does it help?
