Re: encoding bib-files: ACSII or UTF-8

pyblio has been historically using Latin-1. This is not a limitation
of the BibTeX format itself, it's mostly due to code limitations.

I've been playing with a replacement for the pyblio BibTeX parser in
C, using the one written in python that is available in pyblio-core
1.3. I haven't had the time to complete this, and I'm looking for
volunteers to help out. This code will be helpful both to alleviate
the current limitations of the parser, and also as a general BibTeX
tweaking tool.
