Maybe I don't remember perfectly, but the whole BibTeX handling should
be hidden behind the Format/Bibtex.py module, so, for a port of the
GUI, you would not need a full documentation of the C module. Feel
free to ask for specific question, the key point is that I will
probably have more responsiveness to specific inquiries than to a
global documentation effort.

Regarding the fact of saving time, the code of pyblio 1.3, even if not
mature on many respects, intends to better factorize the code between
the possible front-ends. However, it would be a good idea to validate
it as soon as possible (code is reusable only when it has been reused
:-)) So it depends on your objective : having a port of 1.2, maybe
earlier, but not be part of the current developments, or having sth
cleaner on 1.3...

Whatever you decide, I'm interested to know how things progress, and I
think other people on the mailing list would be.
