I found that when I closed Rhythmbox it said "disposing playlist
source", first slow and then increasingly faster. This person has a lot
of playlists. I also found that this person was still running Debian
Jessie. I highly suspect that Bugzilla bug 701395 [1] was the issue.

I upgraded the system and now switching between playlists is much
faster. Startup is still a bit slow, but certainly workable. We have
another satisfied user. :)
