	Normally, yes. However, implicit in the bugzilla.gnome.org
customizations is the idea that UNCONFIRMED will always be enabled, so
there are probably various bits of custom code that don't check if UNCO
is turned on or not for a product. Also, I believe the customizations
hide the UI from you (the voting admin parameters) that allows you to
disabled UNCONFIRMED in a product.
