Please do not triage Orca bugs

Hi all.

Eventually, if I ever find that mythical "spare time" I keep hearing so
much about, I plan to write up all sorts of documentation on how to
triage a11y bugs. After all, the GNOME a11y team could definitely use
your help.

In the meantime, given that such documentation is currently lacking, and
per André's suggestion, I would ask that your team not triage Orca bugs.
