(writing it down but this got discussed on IRC).

This is because gnome-panel was removed from the release modulesets
with GNOME 3.8, when we got a classic mode using gnome shell.

I have now added back gnome-panel to the set of extra modules to be
published on developer.gnome.org.

The gtk-doc name is indeed used as directory name on the website, and
the URL will therefore change accordingly.  There's no proper way to
handle such changes so it's best to avoid it.
