UI Freeze Break - GNOME Control Center (Online Accounts panel)

Greetings,

I hereby request a UI Freeze break, for some critical work on GNOME Control
Center's Online Accounts panel is ready to land.

The changes can be summarized as:

   1. Addition of a new translatable string (notifying about being offline)
   2. Addition of a three-dot button at the end of the list, hiding less
   used account providers
   3. Small tweaks on margins and spacing

The remaining patches [1] are already reviewed and approved, and are
waiting for the freeze break.

This work is of higher relevance because it's the end of the long process
of revamping the Online Accounts panel to match the latest mockups
available [2]. With this work, we believe that the new GNOME Control Center
UI can made official as of 3.26, for only two more panels need to be ported.
