Announcing a pilot for docs release schedule with string freeze

Hi all,

Based on community input [1], the docs team plans to run a 3.26 release
pilot program for docs string freeze that would allow translators more time
to update their user docs translations (primarily gnome-user-docs).

Consider it a draft and let me know your comments or questions. Based on
the feedback, we will evaluate the results when the 3.26 cycle ends and
