Since you already seem to have the understanding of how things work, from your oureachy attempt, I think the best way is to start making a plan and break-down the tasks required in order to achieve the project idea you are targeting for. This will provide a decent base for making a proposal and getting it review-ed by the concerned mentors beforehand. For the context required for the task, I just had a skim of your project idea target on [1] and it seems a lot of reference material is linked there itself with potential mentors who might have vouched for the idea. I understand that there might be a conundrum in choosing/monitoring various communication channels (e.g. mailing list, discourse.gnome.org, IRC, chat.gnome.org .... ) but it's something you need to do initially to see which mentors prefers what mode of communication. After lurking for a while, you will get the hang of it and will figure out the "primary" mode of communication. So have you gone through the reference materials linked on [1]? Do you have any specific questions and/or inputs about it? Maybe then this list would be more useful to you.
