Next GNOME Foundation Elections to use preferential voting

Hi,

The GNOME Foundation Board has decided that the next Foundation
Elections will use a preferential voting mechanism, namely Single
Transferable Vote (STV) [1].

When this was discussed in the past (eg, [2] [3]), the community mostly
seemed to like the idea and there were proposals to at least try it out
once to see if it works well. Therefore, we believe that this decision
simply reflects the position of the community.

As a reminder, the current board was elected to serve until June 30th,
2009. The next elections will therefore happen in May/June.
