Setting Initial Iconization Fails Redhat 7.9 Gnome 3.28.2

A C program uses xlib (X11) calls to create a dozen windows and then calls XSetWMHints for each to set the initial iconization state. It worked on Redhat 6.10 Gname 2 but now Gnome 3 ignores the hint. No errors reported. Is Gbome 3 broken re X11 calls like this? Or is there a new way to do this? Thanks!
