Foundation membership - Introducing automation

There's no substantial change on how you should be requesting membership, an existing membership renewal or emeritus status, other than making sure you quote (via @username, in the issue description) an existing GNOME module maintainer or Foundation member who can vouch for your membership to be approved and the process expedited. This particular automation ignores the title of the issue unless you're applying for the emeritus status, in that case it looks for the string 'emeritus' (case insensitive) in the issue title itself. That's the only current requirement. Automation will also collect a list of approved members during the last month and mail [2] accordingly, this as a replacement of the former announcement we were used to send on foundation-list (mailman).
