Of course the distributions can package it as well, and that's
probably recommended for native plugins.  But the plugin website idea
is nothing new.  We've had it two GSoC's.  The one in 2012 was never
started and I have no idea what happened in 2013.  At any rate, my
point is that we seem to think it's a good idea.
