It's not necessarily just for developers.  When we're finally ready to
unleash 3.0 on the public, it's going to be messy.  They're going to
have issues.  I want them to be able to not have to go through an
uninstall/reinstall cycle to see if stuff is fixed.  I'm imaging we're
going to have quite a few beta/rc's much like we did for 0.60 and
2.0.0.  Making it easy to test the new while having a stable version
seems like something we really should have here.
