error: Evolution development libraries not installed

maybe: pkg-config in evolution-exchange-2.8.1/configure ask for
modversion in evolution-shell-1.2.pc, which is not present. We have
evolution-shell-2.10.pc It say then that modversion is 2.9.1

try on your own (i did it): change EVOLUTION_API_VERSION=2.8 to 2.10 in
configure
