Problems with building GARNOME 2.16 - GStreamer 0.10

Hi,

I have GStreamer plugins installed on my box and
garnome complains about it not being installed...what
am I doing wrong?

                                Cannot find required
GStreamer-0.10 plugin 'videoscale'.
                                It should be part of
gst-plugins-base. Please install it.
