Siggestion Box: Add ability to limit languages

Some apps like Gnome User Docs spend a long time creating and formatting
documentation for all languages. It would save time and disk resources if
a LINGUAS variable or similar could be used to determine what
documentation gets installed. This could be placed inside the gar.conf.mk
file and globally affect all apps that provide documentation.
