Garnome 2.22.0: libelf/elfutils missing?

Hello again!

After having installed libffi, I was able to build the package. 
Now "make paranoid-install" fails at bug-buddy:

checking libelf.h usability... no
checking libelf.h presence... no

configure: error: libelf.h not found.

Yep, there's no libelf.h on my system. According to
http://www.portagefilelist.de/index.php/Special:PFLQuery?dir=&package=&full_file=&file=libelf.h&version=&pflquery=submitted
the Gentoo packages libelf or elfutils provide that header
file. I've got neither installed.

Basically the same question as before - is the distribution
supposed to provide that package/file?
