I've dealt with inotify on Etch. I believe the issue is that Debian 
didn't provide the inotify header -- glibc versioning has little to do 
with the headers in sys/, since those are meant to match the kernel 
structures.

You should be able to grab just the header from another system and throw 
it in. It might not actually work at runtime, but it should build.
