which parser to parse CSS?

newbie this list. :)

I have an vaporware of name; gybe. gybe.sf.net has a little description.
so I urgently need good implementation for DOM basement.

DOM 2 spec has support for CSS.
and I've found http://www.w3.org/TR/DOM-Level-2-Style/css.html#CSS-CSSRule
that is mentioning 'parser' for CSS.

but I have no idea what is CSS parser.
someone know developed CSS parser on earth?
or the CSS 'parser' does not mean the same mean of xml parser or something similar?
