Newbie question about gtkScale widget

Hi,

I am using Glade version 3.16.1 and python Gtk.Builder to build a simple 
ui. I want scale marks to appear on a gtkScale widget. I understand this 
is done via a "custom <marks> element".

My primary question is:

Can I set this up using Glade at the version I am using?

My follow up question is:

If it can be done via Glade, then how?

I have looked at the links to documentation and tutorials that work on 
the Glade site. I cannot find any help there. The website hosting the 
advanced tutorials appears to be down.
