Updates in libgweather's locations database

Hi all!

In the past couple of days I have merged a few long-standing updates of the
locations database inside libgweather for the following nations:

There are a lot of new cities, so I can't list them all; Brazil and
Indonesia in particular have seen a substantial increase in the number of
localised strings, as our existing coverage was abysmal.
