Two username-related string changes in Initial Setup

Hi,

I've merged a 3½-year-old patch to GNOME Initial Setup that changes two
strings:

- "The username cannot start with a “-”." becomes "The username must start
with a lower case letter from a-z."
- "The username should only consist of upper and lower case letters from
a-z, digits and the following characters: . - _" becomes "The username
should only consist of lower case letters from a-z, digits, and the
following characters: - _"
