zvt bugs and fixes

I have over the weekend taken the zvt and zvtterm and made a
Xt/Motif version.

During which I found some small bugs in your code. 1.4.1.7

both are in vt.c

in: vt_resize()
   The mode that discards lines from the bottom should be activated
   if(vt-cursory<height)

   Try with auto scroll disabled, type enter in the shell a cuple of
   times, and then make the window smaller. Without my change the
   lines would be moved in scroll back buffer which isn't correct.

in: vt_setmode()
   The code that sets blank cursor mode has its logic reversed.
   the flag should be set when its unset and vice versa

   On debian in aptitude, you can see it clearly, but many other
   curses applications must excibit this as well.
