gconf stores its ORBit address ("IOR") in its lock directory, which used 
to be in the user's homedir and is now in /tmp by default.

If you move it back to the homedir, and enable TCP in ORBit, it 
theoretically will just work. However, I'm sure nobody has tested it lately.
