rotation API request

Back in April I requested the ability to draw an SVG with at an
application-supplied rotation angle.  It was pointed out that the internal
underpinnings needed for this existed, but were not (yet) exposed in a
public API.

I fiddled around with it a bit, calling _rsvg_affine_rotate() to create
a suitable transformation matrix (though I could easily enough do that
myself), but I never figured out how to "apply" the matrix before drawing
the SVG using rsvg_handle_write().

I'd still welcome any hints on how to make this work, and I'd really
be delighted if the API could be exposed in the public headers.
