Well that should be possible I'm doing something like this in my
perl-binding using gdk_pixbuf_save_to_buffer which is available from
gdk2.4. What I think your major problem's going to be is get librsvg
running on win32 (i assume that because you're talking about dll).

Does librsvg supports something batik doesn't? The latest batik release
fixed many problems and improved performance i think.
