libart is licensed under the LGPL (the package is called libart_lgpl even :-)

However, this is a non-issue, since librsvg doesn't use libart. It
does all of its rendering via cairo these days. You need to install
cairo before installing librsvg. Cairo only "depends" optionally on
librsvg, for use in its test suite (cairo checks that its SVG backend
produces equivalent images as its other backends. To do this, it uses
librsvg to rasterize the images).
