RSVG and Cairo on MinGW

I have a Cairo installation on MinGW bundled from the GTK website. I 
have installed librsvg and written a very simple app to load an svg file 
and I am getting an error about Windows fonts.

(testprog.exe:880): Pango-CRITICAL **: 
pango_win32_font_map_get_font_cache: assertion `font_map != NULL' failed
**
Pango:ERROR:pangowin32.c:838:pango_win32_font_finalize: assertion 
failed: (win32font->fontmap != NULL)

Now this looks to me as though:

1. I need to initialise the fonts somewhere OR
2. I need to configure the installation to find the fonts

I've spent quite a long time searching on this without any joy. I wasn't 
sure whether to post this here, to the Cairo mailing lists or to Pango. 
Does anyone have any ideas/pointers?

PS. An excerpt from the config output from the librsvg configure (for 
what its worth) is:

librsvg-2.22.3

    prefix:                         /usr/local
    compiler:                       gcc

    Build GdkPixbuf loader:         yes
    Build theme engine:             yes
    Build Netscape plugin:          no
    Handle svgz files:              false
    Use GIO:                        true
    Use libcroco for css parsing:   false
